The Former President's Woke Warning Misses Europe's Real Threat: Technological Stagnation.

Donald Trump's security policy document offers a misguided view of Europe. It claims that unrestrained immigration and what it terms "woke" agendas pose an grave threat to the continent's identity. Yet, this argument rests on a serious misinterpretation of the situation. The actual challenge confronting the EU is not societal but economic and technological lag.

The Stark Economic Divide Between Europe and the US

The data reveal a stark picture. Between 2008 and 2023, American economic output grew by 87%, while a mere 13.5% growth for the EU. Over this time, European income per person dropped from 76.5% to just 50% of the American figure. Remarkably, even Mississippi now boasts a higher per capita income than major European economies like France and Italy.

Currently, about half of the global top fifty technology firms are US-based, while a mere four are from Europe.

The Technological Deficit: The Core Question

This widening economic gap stems from stronger productivity growth in the US, largely due to technological innovation and higher total factor productivity. The scene of world technology leadership is overwhelmingly American. In the last five decades, 241 US firms have grown into enterprises valued at more than ten billion dollars, versus only fourteen in Europe.

This disparity raises a pressing question: In the race for future industries like AI, semiconductors, and fusion energy, where does Europe stand? Most analysts concede it is essentially a two-horse race involving the US and China, with Europe entering at a clear disadvantage.

Root Causes of the Continent's Technological Lag

Several major factors account for this technological divide.

  • Financing Ecosystem: The US boasts a far deeper and more dynamic network for financing new ventures. The EU still lacks a genuine capital markets union, which limits the growth potential of emerging companies.
  • Regulatory Fragmentation: Complex and divided regulation hamper European business. A US startup can launch a product under one set of laws to access a market of over 330 million. The European Union, despite a larger population, is split among 27 different national systems, creating huge market obstacles.
  • Cultural Attitudes: Views on entrepreneurial failure differ sharply. In some EU nations, a startup's collapse was historically met with stigma, whereas in the United States, it is often seen as a badge of experience.
  • Defense Spending: The US benefits from a tightly woven innovation pipeline linking defense and academia. The continent's chronic underinvestment in defense has weakened its ability in breakthrough innovation.

A Path Forward: Reasons for Hopefulness

In spite of these challenges, there are causes for hope. European leaders are growing more conscious of the existential challenge and have started to propose substantial change. Notable reports on EU competitiveness and the internal market point to the need for major changes.

Given appropriate incentives and regulatory reforms, Europe's strengths could support far greater levels of commercial innovation.

Europe retains significant advantages: high-quality workforce, excellent education systems, and world-class labs. Alongside a vast domestic consumer base and high savings rates, these elements have the potential to unleash a new wave of venture creation.

Importantly, even if Europe does not take the lead in developing cutting-edge technologies, it can still significantly increase productivity by adopting and adapting innovations from elsewhere.

A Critical Juncture

Europe now stands at a decisive moment. As the saying goes, decline often happens "gradually and then suddenly". To date, the continent's slide in innovation has been gradual. However, if it fails to take decisive action to address its structural weaknesses, today's slow erosion could give way to a rapid and permanent loss of global economic relevance.
